It is a fact in cross-Straits relations that a state of hostility between the two sides has not yet ended. In 1949, the Chiang Kai-shek clique, after suffering defeat in the all-out civil war it had launched, escaped to and ensconced itself in Taiwan, where it dreamed of "counterattacking the mainland." The United States began meddling in the Taiwan issue, leading to long and tense cross-Straits confrontation. In May, 1991, the Taiwan authorities announced the end of its "Period of General Mobilization for Suppressing Rebellion," but they have remained hostile to the mainland and, furthermore, began vigorous activities to create "two Chinas" and "one China, one Taiwan." As a result, a state of hostility still exists between the two sides of the Taiwan Strait.
This state of hostility is a factor adversely affecting development of cross-trait relations and a serious obstacle on the road to peaceful reunification. An early termination of this state of hostility is a pressing requirement for development of crossstrait relations and a common wish of Chinese compatriots on both sides. In particular, it is conducive to social stability and economic development in Taiwan. That is why the CPC has since June, 1991 proposed that negotiations be held on "officially ending the state of hostility between the two sides and accomplishing peaceful reunification in a step-by-step way." Later, the CPC took into greater consideration the existing state of cross-Straits relations, including various concerns of the Taiwan authorities. A result was Jiang Zemin's proposal: "As the first step, negotiations
should be held and an agreement reached on officially ending the state of hostility between the two sides in accordance with the principle that there is only one China." On this basis, the two sides should undertake jointly to safeguard China's sovereignty and territorial integrity and map out plans for the future development of their relations. This is reasonable and accords with the wish of all the Chinese people including compatriots in Taiwan.
Negotiations on officially ending the state of hostility and the signing of an agreement in this regard must follow the principle that there is only one China. The state of hostility has been a result of China's civil war started by the Kuomintang. Ending this state of hostility is China's internal affair. It is entirely different from the ending of a state of war between sovereign countries. An agreement in this regard following negotiations will be a Chinese agreement concluded under the principle that there is one China and for the purpose of jointly safeguarding China's sovereignty and territorial integrity. It will not be an international agreement.
The purpose of ending the state of hostility between the two sides is to accomplish a peaceful reunification of the country in a step-by-step way. It is a step in the process of peaceful reunification. It is meant to create conditions for the eventual reunification of China. |
