| What are the Main Contents of the White Paper? |

Besides the foreword and conclusion, the main contents of the White Paper cover the following five aspects:
1.Taiwan is an inalienable part of the People's Republic of China. With indisputable facts, the White Paper points out that Taiwan has belonged to China since ancient times. In modem history, the island was occupied by Japanese imperialists for 50 years. After eight years of fighting bloody battles against Japanese imperialists, the Chinese people defeated the invaders and recovered Taiwan in 1945. Taiwan has thus come back to the embrace of the motherland.
2. The origin of the Taiwan question. Taiwan was returned to China de jure and de facto at the end of World War II. It became an issue only as a consequence of the ensuing anti-popular civil war started by the Kuomintang; and, more importantly, the issue has to do with intervention by foreign forces. For the Taiwan question that has remained unsettled, the United States bears unshirkable responsibility.
3. The Chinese Government's stand regarding the settlement of the Taiwan question. Since the founding of the People's Republic of China, the Chinese Government has made unremitting efforts to settle the Taiwan question and reunify China. At the end of the 1970s and in the early 1980s, the Chinese Government put forward its basic principle of "peaceful reunification" and "one country, two systems" for the settlement of the question in the light of important changes that had taken place on the international stage and within China. It has reiterated that the concepts of "peaceful reunification" and "one country, two systems" are the Chinese Government's fundamental, guiding principle regarding the settlement of the Taiwan question and that it is a long-term basic state policy.
4. Evolution of relations across the Taiwan Straits and road blocks to the development of such relations. The present division between the two sides of the Taiwan Straits is a misfortune for the Chinese nation. At the same time when it put forward its peaceful reunification plan, the Chinese Government has taken measures to encourage cross-Straits exchanges and cooperation in political, military, economic and other areas with a view to promoting the development of relations across the Straits. At present, the major road block to the development of relations across the Taiwan Straits is the Taiwan authorities' "mainland policy" which goes against the "one China" principle. This policy limits exchanges and mutual visits across the Straits and is responsible for the present separation of Taiwan from its motherland. With this policy, the Taiwan authorities try to create "two Chinas" and refuse to hold talks on a peaceful reunification of China.
5. Several Taiwan-related questions in international relations. The Chinese Government has always stood firm on the "one China" principle, abided by international conventions and safeguarded the interests of Taiwan compatriots when dealing with international issues that involve Taiwan. In accordance with this principle, the White Paper explains to the governments of other nations and the international community the Chinese Government's policies and policies on specific relevant Taiwan-related issues.
